Sacramento – The Office of Energy Infrastructure Safety (Energy Safety) today issued its Annual Performance Report (formerly Annual Report on Compliance) for Liberty Utilities’ (Liberty) 2024 Wildfire Mitigation Plan (WMP). Energy Safety’s annual performance report is a comprehensive assessment of the implementation of Liberty’s 2024 WMP and its wildfire risk reduction initiatives.
Liberty completed 36 of 43 (84%) of its WMP initiatives. While the number of missed initiatives is not large, it is significant. Liberty has a systematic year-over-year trend of missing initiative targets. Regarding missed targets for undergrounding, system automation, and patrol inspections in 2024, similar targets were missed several times between 2020 and 2023. In missing initiative targets, and by not following Energy Safety’s direction, Liberty failed to reduce its wildfire risk, did not honor its WMP commitments, and abdicated its responsibility to customers and the people of California.
Going forward, Liberty must show consistent and successful WMP initiative action to ensure reduced wildfire risk for the safety of its customers and for all Californians. Energy Safety will continue to push Liberty to improve its performance and will report on any failures the company has in achieving its objectives to eliminate utility-caused catastrophic wildfire in California.
