Energy Safety Issues Annual Performance Report for PacifiCorp’s 2024 Wildfire Mitigation Plan

Oct. 1, 2026

SACRAMENTO, Calif. – The Office of Energy Infrastructure Safety (Energy Safety) today issued its Annual Performance Report (formerly Annual Report on Compliance) for PacifiCorp’s 2024 Wildfire Mitigation Plan (WMP).

Energy Safety’s annual performance report is a comprehensive assessment of the implementation of PacifiCorp’s 2024 WMP and its wildfire risk reduction initiatives. PacifiCorp completed 28 of 37 (76%) of its 2024 WMP initiatives and has a year-over-year trend of missing similar targets.

Missed targets in 2024 included grid hardening and vegetation management initiatives which were also missed periodically during the 2020-2023 period. Additional targets missed in 2024 included those related to covered conductor installation, clearing vegetation around poles, wood and slash management, data governance and community engagement.

In missing nearly 25 percent of its 2024 initiative targets, PacifiCorp failed to meet its commitments to reduce its wildfire risk. Going forward, PacifiCorp must show, through consistent action, that it will honor its WMP commitments and thus meaningfully reduce wildfire risk for the safety of its customers and the people of California.

Energy Safety will scrutinize PacifiCorp’s future WMP performance and continue to report on any future failures by the company to achieve its own objectives to reduce the risk of utility-caused catastrophic wildfire in California.
