Energy Safety Releases Draft Safety Culture Assessment Guidelines for Public Comment

Oct. 2, 2026

SACRAMENTO, Calif. – The Office of Energy Infrastructure Safety (Energy Safety) today released its Draft Safety Culture Assessment (SCA) Guidelines. Release of the guidelines initiates a 30-day public comment period.

Energy Safety conducts a biennial assessment to examine the wildfire-focused safety culture of each of the state’s nine investor-owned utilities (IOU). The guidelines identify specific requirements for each of the IOUs that include a workforce survey, a management self-assessment, lessons learned and progress from previous Energy Safety SCA recommendations, interviews and observational visits, and a deep dive analysis.

An electrical corporation must agree to implement the results of an SCA and Energy Safety’s recommendations as one of seven requirements for Certificate eligibility.
