2026-28 Wildfire Mitigation Plan Guidelines
Pursuant to Government Code section 15475.6, the Office of Energy Infrastructure Safety (Energy Safety) releases for public comment the following draft guidelines on the electrical corporations’ Wildfire Mitigation Plan (WMP) submittals (Package 1). These guidelines establish requirements that will apply after adoption and beginning with
2026-2028 Base WMP submittals.
Public Comment
On November 12, 2024, Package 1 of the draft WMP Guidelines is hereby published for public review and comment.
Opening comments will be accepted through December 6, 2024, 5:00 p.m. Reply comments will be accepted through December 12, 2024, 5:00 p.m.
Comments must be submitted to the Wildfire Mitigation Plan Guidelines docket (#WMPGuidelines)1 and titled “[Commenter Name] Comments on the Draft WMP Guidelines – Package 1.”

Public Workshop
Energy Safety will present the Draft WMP Guidelines suite of documents at a public workshop in late October/early November. Public and Stakeholder comment and questions will be accepted verbally during the meeting. The workshop can be attended remotely. Energy Safety will release information on how to participate in the public workshop, along with an agenda, at a later date.

Energy Safety will publish the following additional documents and guidelines in the coming month in addition to the Draft WMP Guidelines included herein:
- Draft Electrical Corporation Wildfire Mitigation Maturity Model and Survey Guidelines
- Draft Independent Transmission Operator Supplement Chapter of the WMP Guidelines
- Energy Safety Policy Division Process Guidelines
Energy Safety will also publish the latest version of its Data Guidelines within the coming months.
Separate written public comment periods will be established for these documents at the time of their publication.
