Northern Region

Covers the service territories of PacifiCorp, PG&E, Liberty Utilities, and Trans Bay Cable. These utilities serve the following counties in whole or part: Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, Del Norte, El Dorado, Fresno, Glenn, Humboldt, Kern, Kings, Lake, Lassen, Madera, Marin, Mariposa, Mendocino, Merced, Modoc, Mono, Monterey, Napa, Nevada, Placer, Plumas, Sacramento, San Benito, San Francisco, San Joaquin, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Shasta, Sierra, Siskiyou, Solano, Sonoma, Stanislaus, Sutter, Tehama, Trinity, Tulare, Tuolumne, Yolo, and Yuba Counties

Southern Region

Covers the service territories of Bear Valley Electric Service, Horizon West Transmission, San Diego Gas & Electric, and Southern California Edison. These utilities serve the following counties in whole or part: Fresno, Imperial, Inyo, Kern, Kings, Los Angeles, Madera, Mono, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, Tulare, and Ventura Counties
