Energy Safety Approves 2025 Wildfire Mitigation Plan Updates for Horizon West Transmission and Trans Bay Cable

SACRAMENTO – The Office of Energy Infrastructure Safety (Energy Safety) today released its evaluation and approval of the 2025 Wildfire Mitigation Plan (WMP) Updates for Horizon West Transmission (HWT) and Trans Bay Cable (TBC). 

 

Energy Safety’s evaluation found that both HWT and TBC strengthened their WMPs by including a documented process for quality control of their asset inspections. In addition, HWT improved its best practice sharing with other electrical corporations by joining two industry groups focused on wildfire mitigation. Energy Safety’s evaluation found that both HWT’s and TBC’s WMPs could be further developed and improved in the area of community outreach and engagement.  

 

Energy Safety expects HWT and TBC to effectively implement its wildfire mitigation activities to reduce the risk of utility-related ignitions and to ultimately achieve the elimination of utility-caused catastrophic wildfires in California.  

 

The 2025 WMP Updates of Pacific Gas and Electric, Southern California Edison, San Diego Gas and Electric, and Bear Valley Electric Service were approved on Nov. 19, Oct. 31, Oct. 30, and Oct. 21, respectively. Additional decisions on 2025 WMP Updates for the remaining electrical corporations will be released in the coming weeks.
