Energy Safety to Receive Public Comment on Proposed Decision on SCE Notices of Violation and Notice of Defect

SACRAMENTO – The Office of Energy Infrastructure Safety (Energy Safety) has received a proposed decision from the Office of Administrative Law regarding Notices of Violation (NOV) and a Notice of Defect (NOD) issued to Southern California Edison (SCE). Energy Safety is posting the proposed decision for public review and comment for 15 days. SCE was issued NOVs for failure to install vibration dampeners and an NOD for the separation of strands on a power line.

The proposed decision found that:

(1) The absence of vibration dampers on power lines did constitute violations of the wildfire mitigation plan; and

(2) The instance of separation of strands, or “bird caging,” did not constitute a defect.

Written public comment will be accepted from April 19, 2023 to May 4, 2023. Written comments may be submitted to hearings@energysafety.ca.gov or comments may be mailed to 715 P Street, 20th Floor, Sacramento, California 95814.

After reviewing the proposed decision and all the comments submitted, the director of Energy Safety will adopt, revise, or reject the proposed decision.
