SACRAMENTO – The Office of Energy Infrastructure Safety (Energy Safety) today released its evaluation and approval of PacifiCorp’s 2025 Wildfire Mitigation Plan (WMP) Update.
Energy Safety found PacifiCorp had several strengths in its WMP Update. Through the implementation of a new risk model, PacifiCorp can now determine its top ignition-risk circuits and quantify where wildfire risk is highest throughout its system. PacifiCorp’s establishment of its High Fire Risk Area enables it to better inform inspections and wildfire mitigation work. Notable is PacifiCorp’s doubling of its resources to support its covered conductor initiative.
Energy Safety identified 13 areas for continued improvement for which PacifiCorp is required to demonstrate progress in its 2026-2028 Base WMP submittal. These include describing how it plans to quantify and integrate Public Safety Power Shutoff (PSPS) risk into its overall risk assessment, providing a more detailed plan for implementing new procedures for reviewing and validating its wildfire risk models, and demonstrating that its quality assurance quality control (QA/QC) process and pass rate targets drive improvement in the quality of its inspections
The PacifiCorp 2025 WMP Update approval is the last of the 2025 WMP Update decisions. LS Power was approved on Feb. 18, Horizon West Transmission and Trans Bay Cable on Dec. 11, 2024, Pacific Gas and Electric on Nov. 19, Southern California Edison, San Diego Gas and Electric, and Bear Valley Electric Service on Oct. 31, Oct. 30, and Oct. 21, respectively.
