Vice Chair Travis Clausen of Garden Crove has been Regional Construction Manager – Aviation and Defense at Sully-Miller Contracting Company since 2025, where he was Senior Operations Manager from 2015 to 2025. Clausen was a Project Manager at OHL USA from 2014 to 2015 and Sully Miller Contracting Company from 2006 to 2014. Clausen served in the United States Army from 1995 to 1998. He earned a Bachelor of the Arts degree in Business Administration – Finance from California State University, Fullerton.

The Draft Standard Safety Practices for potholing address excavating around subsurface installations. These standard safety practices are not intended to replace other relevant standards, including the Common Ground Alliance Best Practices, but are to inform areas currently without established standards.

Chair Johns has served as vice chair since 2023 and was first appointed to the Board by Governor Edmund G. Brown Jr. on Dec. 18, 2017. Chair Johns, of Huntington Beach, has been vice president at Utility Coordinating Inc. since 2014.

Vice Chair Clausen has served since Feb. 20, 2025, when he was appointed to the Board by Governor Gavin Newsom. Vice Chair Clausen, of Garden Grove, is the regional construction manager for Aviation and Defense at Sully-Miller Contracting Company.

Member Simonian, of Los Angeles, has been an operational director for UtiliQuest since 2021. Prior to this role, he was operational manager from 2017 to 2020, damage supervisor from 2016 to 2017, damage investigator from 2014 to 2016, and a field utility locator in 2013, all for UtiliQuest.

Chair Muñoz has served as vice chair since 2021 and was initially appointed to the Board by Assembly Speaker Anthony Rendon on April 11, 2018. Chair Muñoz, of Fontana, works as a Senior Engineering Tech at the Metropolitan Water District of Southern California.

Vice Chair Johns has served since he was appointed by Governor Edmund G. Brown Jr. on December 18, 2017. Vice Chair Johns, of Huntington Beach, has been vice president at Utility Coordinating Inc. since 2014.

Member Del Toro has served as the board’s chair since 2021 and was originally appointed to the Board by Gov. Edmund G. Brown, Jr. on December 18, 2017. She was reappointed by Gov. Brown on Jan. 2, 2019 to a four-year term.

Member Munoz has served as vice chair since 2021 and was originally appointed to the Board by Assembly Speaker Anthony Rendon on April 11, 2018.
